California Latino Legislative Caucus Announces AB 1303 (Valencia) as a 'Priority Bill'

SACRAMENTO, CA – On Tuesday, April 8, the California Latino Legislative Caucus, held a press conference to announce their legislative priorities for this year and designated AB 1303 (Valencia) as a part of the package. This recognition highlights the need to expand access to the California LifeLine program and strengthen privacy protections for subscribers.

AB 1303 removes barriers to applying for California LifeLine by clarifying that a Social Security Number (SSN) is not required, ensuring fairness and access for eligible residents. The bill also strengthens privacy protections by prohibiting the release of subscribers' personal data without a court-issued warrant.

"Reliable phone and internet access is a necessity, not a luxury," said Assemblymember Valencia. "AB 1303 is about fairness, security, and accessibility, ensuring all Californians can stay connected without unnecessary hurdles."

California LifeLine provides essential telecommunications services to more than 1.9 million Californians, many of whom have already contributed to the program through phone surcharges, not taxpayer dollars. 

The Latino Caucus’s selection of AB 1303 as a priority bill highlights its dedication to fostering equity and access, ensuring that all Californians, regardless of income or status, can stay connected without unnecessary barriers.
